Edward Boyle writes: ‘Student protest’ is not an easy subject for politicians at the present time. For there can be no doubt that public opinion is thoroughly aroused over the behaviour of a minority of students — and I do not mean only extremist opinion; there is the real risk of an ugly backlash from moderate, unfanatical, middle‐of‐the‐road opinion as well.

The purpose of this paper is to examine the writings of Joseph Schumpeter on economic man to demonstrate that Schumpeter is a precursor of personalist economics.

This paper addresses two intertwined questions. What evidence supports the claim that Schumpeter rejected homo economicus? What evidence indicates that Schumpeter actually embraced the human person – the acting person – as a replacement for homo economicus? The evidence is presented in four sections: Schumpeter’s rejection of homo economicus; Schumpeter on economic agency; Schumpeter, a precursor of personalist economics; and final remarks.

As to the first question, there is no doubt that Schumpeter rejected homo economicus. Regarding the second, the evidence does not indicate that Schumpeter proposed replacing homo economicus with what today we refer to as the acting person. This paper concludes that by insisting on the critical role of the active, spontaneous, and eager-to-initiate change entrepreneur in economic affairs and our understanding of those affairs Schumpeter was a precursor of personalist economics.

To a large extent Schumpeter’s insights regarding economic agency and William Waters role in interpreting those insights have been buried in the economics literature. It was Waters in 1952 who stated that Schumpeter identified the inadequacy of economic man as the efficient cause of economic activity and re-established the human person as the true efficient cause, principally in terms of entrepreneurship.

This article examines the borders of memory inherent to a Japanese World Heritage site, and their significance for the 2020 opening of the Industrial Heritage Information Center in Tokyo. The Center was constructed to disseminate information regarding the widely dispersed “Sites of Japan's Meiji Industrial Revolution”, which was recognized as a “serial site” by UNESCO in 2015. As with the original nomination, the opening of this Centre resulted in stringent protests from South Korea, who sought to have UNESCO consider revoking its original listing of these 23 Industrial Sites as collectively constituting the heritage of the world. This Center materializes a “border of memory” between Japan and South Korea that is the outcome of the displacement and re-siting of the heritage associated with Japan's Meiji Industrial Sites.

Research material is derived from nomination documents, site visits, and newspaper reports in order to contextualize and analyse the disputes associated with this particular World Heritage nomination.

The paper points to how the borders of memory present at heritage sites may shift through contestation. Efforts to fix the meaning of heritage find themselves subverted by connections across such borders of memory.

The first fruit of its endeavours was found in the establishment of an Annual Joint‐Conference of the two bodies, the first one being held at Portrush, in Northern Ireland in 1963.

The present outlook for the education service, in terms of resources, cannot be regarded as encouraging. Over the next two years the rate of growth of expenditure on education is being reduced from an average of about 6 per cent to one of of about 3½ per cent. In a service where a very substantial proportion of expenditure is committed on salaries, and sheer numbers entering the schools, a reduction of this size is bound to be severe.

If one wanted a convenient and unoriginal label to describe Mr Roy Hattersley, Labour's new education spokesman, one could classify him as a whizz‐kid. He is young (just 40), bright, ambitious, full of ideas and anxious to get things done. He is a brilliant Parliamentary performer. He is tipped as a future Prime Minister and, therefore, has political weight. Edward Short, Michael Stewart, Patrick Gordon Walker — none of these worthy people, for reasons that we need not labour, could be described as whizz‐kids. Sir Edward Boyle of course, was young (39 when he became Minister of Education in 1962), bright and full of ideas. But he was not ambitious and did not have the professional politician's killer‐instinct. Mrs Thatcher, it is true, has many whizz‐kid qualities and she is certainly ambitious; but she is a woman and, in the Tory Party, it is still not acceptable for a woman to display such things too publicly.

After such an inspiring address by Sir Edward Boyle and the brilliant lecture by Lord Verulam I am really left rather breathless and I expect your capacity for taking any more is almost negligible.

The ineptitude with which the LSE affair has to date been handled is a disgrace, and a symptom of the reaction that Edward Boyle fears against the moderate progress made since 1945 in British society. Short's ‘thuggery’, and politically thug‐like, outburst at the end of last month's universities debate is one that he will live to regret as a most extraordinary error of judgement. The spectacle of Her Majesty's Secretary of State for Education and Science descending to a one‐sided saloon bar brawl against LSE's screwdriver‐wielding revolutionaries is tragic, and overstated.
